<p>As per legal terms mobility scooter or otherwise called as powered wheelchairs fall under the invalid carriage section.</p>
<p>These invalid carriages are further classified into three categories or classes. A class 3 scooter or a wheelchair can even be used on the road. There are a few legal requirements for such class 3 vehicles. The class 1 vehicles are those that are self propelled or attendant propelled and is not powered.</p>
<p>Powered wheelchairs and scooters that fall under class 2 can be used on the footway with maximum speed up to 4 miles per hour and a maximum un laden weight of 113. 4 kilograms.</p>
<p>Powered wheelchairs and scooters under class 3 can be used on highways and roads at maximum speed of 8 mph and the advantage to control speed to 4 mph while on footpath, bridleway, pavements and pedestrian areas and with maximum un laden weight of 150 kgs.</p>
<p>However, the vehicle must be registered under driver and vehicle licensing agency (DVLA). However, its best to be avoided on dual carriageways which has speed limit of 50 mph. In case of using this on dual carriage ways then the amber flash light is to be used for visibility.</p>
<p>These are not motor vehicles and for this reason there&#8217;s no need for a driving license or even to take a test. !4 yrs is the age limit and the driver should be free of alcohol, drugs or medication to be able to drive one. An advantage of this kind of motor mobility is there&#8217;s no need to pay the vehicle excise duty called the tax but it&#8217;s necessary to register the scooter or wheelchair with the DVLA and display a &#8216;nil duty&#8217; tax disc. There&#8217;s no need for a registration plate for such class 3 vehicles. Although, there&#8217;s no need, it&#8217;s advisable to take insurance.</p>
